Minister of Defence Antti Häkkänen: Finland seeks to host a NATO Deployable CIS Module

Finland’s Minister of Defence Antti Häkkänen has decided that Finland will propose to host a NATO Deployable CIS Module (DCM).

“Creating a NATO DCM in Finland would further strengthen NATO’s ability to defend Finland and the High North. The DCM would have a central role in supporting the forces and structures under NATO’s Joint Force Command Norfolk and enabling their command and control,” Minister of Defence Antti Häkkänen said.

“Our allies have already approved our proposals to establish a Multi-Corps Land Component and Command and the presence of Forward Land Forces in Finland. The DCM would bring significant synergies for these NATO structures that are already in Finland. It would also create an opportunity to develop the compatibility of Finnish and NATO command and control services,” Häkkänen said.

According to Minister Häkkänen, Finland has systematically worked for the establishment of the DCM both nationally and among Allies. The DCM is scheduled to be on the agenda of the meeting of NATO Ministers of Defence in February 2026.

The Deployable CIS Module (DCM) would provide communication and information system (CIS) services in support of NATO forces and commands in Finland and across the Alliance, if necessary.

The DCM would be part of the NATO Command Structure, and its establishment, implementation and maintenance would be eligible for NATO’s common funding. It would employ around 50 soldiers, and the posts would be filled by Finnish personnel.

NATO’s Deployable CIS Modules (DCMs) operate under the NATO Communications and Information Systems Group (NCISG), which is part of the NATO Command Structure. The NCISG is responsible for planning, delivering and supporting NATO’s communication and information systems (CIS) to ensure the information security and reliability of NATO’s command and control in all operations and exercises across the globe.
