Service by publication: decision issued by Finnish Ministry of Defence on 24 October 2025

The Finnish Ministry of Defence has decided not to authorise the acquisition of real estate in Savonlinna by virtue of section 5 of the Act on Permit Requirements for Certain Real Estate Acquisitions and section 31 of the Administrative Procedure Act.

The decision concerns real estate purchased by Assiya Mukhamedrakhimova in Savonlinna.

The decision is effected as service by publication because the Ministry has not been able to notify the party concerned by any other means. The decision will be available to the party until 16 February 2026 at the Registry of the Ministry of Defence (street address: Eteläinen Makasiinikatu 8, 00131 Helsinki) on weekdays from 9 to 15. Service is considered to have been effected on the seventh day following the publication of the notice at the official website of the Ministry of Defence.
