Finland’s Ministry of Defence will launch a new programme to support Ukraine whereby products will be ordered directly from the Finnish defence industry.

The Government will discuss the Ministry of Defence’s proposal for a new EUR 660 million financing package for the Finnish defence industry in connection with the first supplementary budget for 2025. 

“This new support programme will raise the role of Finnish companies and expertise in our support for Ukraine. So far, we have mostly used our stockpiles to support Ukraine, but from now on we will order more products directly from Finnish companies. In this way we seek to strengthen Ukraine’s chances for a just peace. We also want to bolster the Finnish security industry and our security of supply far into the future,” says Minister of Defence Antti Häkkänen.

Preparations for the new support programme have been underway under the lead of the Ministry of Defence since last autumn, and contacts have been close with business and industry, international partners and Ukraine. The Finnish Defence Forces Logistics Command will carry out the procurement processes. The goal is to meet Ukraine’s critical needs, ensure that the procured products are suitable for donation and safeguard the production and delivery capacity of companies. The procured products will be donated to Ukraine as part of future materiel assistance packages.

In a few weeks, the Minister of Defence will convene a roundtable to discuss the funding package in more detail with defence industry companies.
