Minister of Defence Antti Häkkänen: The joint procurement of armoured infantry combat vehicles is progressing

On 12 October 2025, Finland signed a technical arrangement (TA) on a possible joint procurement of armoured infantry combat vehicles between Finland, Sweden, Norway, Lithuania, Estonia and the Netherlands. The participating countries will examine a possible joint procurement of CV90 combat vehicles based on the TA.

“This procurement of combat vehicles would be in line with the Government Defence Report. It would develop the firepower and mobility of the infantry, replace equipment scheduled for decommissioning and increase the number of combat vehicles in the current threat environment. By joint procurement, we can achieve economies of scale, improve compatibility, interoperability, security of supply and reduce maintenance costs,” Minister of Defence Antti Häkkänen said.

Altogether ten European countries are using CV90 combat vehicles. Finland would be procuring the same variant of the vehicle as three other countries, and the key features of the variant would be the same as in five other European countries.

The arrangement enables the participating countries to cooperate and develop the CV90 systems. Technical arrangements are not legally binding. Earlier this year, on 5 June 2025, Finland, Sweden, Norway, Lithuania, Estonia and the Netherlands signed a statement of intent based on which they will look into and prepare a possible joint procurement of CV90 armoured infantry combat vehicles.
